According to the Claims Conference, a Holocaust Survivor is any Jew who as born in, or persecuted, or fled Eastern Europe, Western Europe or the Former Soviet Union (occupied Western areas and Leningrad siege survivors). This includes fetus cases in utero at the time their mothers were persecuted.
